The paper describes the construction principle and characteristics of special bibliographic database of Wen Tingshi. It demonstrates strategies of building a characteristic bibliographic database in colleges and universities, including the establishment of long-term management mechanism, the increase of capital investment, personnel training, the establishment of evaluation system, the enhancement of academic dimension and the integration of the social dimension.
