海事职业教育通过集团化办学，能够实现优质教育资源共享，促进职业院校与企业优势互补。就如何构建海事职业教育集团，作者从组建模式、运行机制以及管理体制等方面进行了深入分析和研究，结果表明：组建模式应采用纵向联合+多元合作的模式；运行机制应采用松散型，以后逐步过渡到紧密型；管理体制宜采用理事会制度。

Through the collectivization of running a school, Maritime vocational education group can share high quality education resources, promote complementary advantages of vocational colleges and enterprises. In term of how to build maritime vocational education group,the author has intensively analyzed and studied the aspects such as construction system, operation mechanism and management system. Results show:construction system should adopt combination of longitudinal and diverse cooperation modes;operation mechanism should adopt loose type of operation mode first and then shift gradually to close one while the trustee council is suitable for management system.
