在改进传统TOPSIS法缺陷的基础上,针对各类应急资源在不同受灾点的供应优先级各不相同的特点,以提高铁路应急救援处理效率为目标,特别是应急资源储备量、调度运力和时间受约束的条件下,建立铁路应急资源供应优先级评价体系。分析确定影响应急资源供应优先级的评价指标,提出客观熵权计算法确定权重值,以避免由传统主观判断不确定而造成的评价结果不准确。通过计算欧式距离与理想解的相对贴近度,确定待评价铁路应急资源的供应优先级。最后结合模拟算例得出具体的应急资源供应顺序,结果较符合实际情况,验证了该评价方法的可操作性和实用性。

Based on improved traditional TOPSIS method and in view of different supply priorities for all kinds of emergency resources at different points, this paper aims to improve the efficiency of railway emergency rescue treatment, especially in terms of emergency resource reserve capacity, scheduling capacity and time constrain, and to establish a system to evaluate railway emergency resource supply priority. Analyzing and determining the influence factors of the emergency supply of resource priority by means of the objective entropy weight method to determine the weight value serve to avoid inaccuracy resulted from the subjective and uncertain judgment of the evaluation results. By calculating the relative closeness of ideal solution by the Euclidean distance, the priorities of emergency resources supply to be evaluated are determined. Finally, specific emergency resources supply order is obtained though simulation calculation, the results conform to the actual situation and verifies the operability and practicability of the evaluation method.
