全民守法是法治中国建设的基础工程。随着中国社会进入新常态，公民对法律的了解程度日益提高，权利意识逐步增强，法律价值观初步形成。但与此同时，公民守法习惯尚未全面养成，责任、义务意识淡薄。影响守法的因素包括法制条件、政治条件、经济条件、传统法律文化、守法成本和守法利益等。新常态下要实现全民守法，应当制定良法，政府机关主动守法，将传统法律文化与现代法治意识接轨，有序推进法治的普惠。

National law -abiding is a basic project of the legal system construction in China .As China has entered the new normal state ,there have been some new changes in citizens’ law-abiding situation:level of law -understanding is gradually increasing ;awareness of rights is gradually increasing ;legal values are initially under construction .However ,the law -abiding habit has not been fully developed along with the weak consciousness of duty and obligation .Factors affecting law -abiding includes:legal condi-tions ,political conditions ,economic conditions ,the traditional legal culture ,law-abiding costs and interests .To achieve the goal of national law -abiding in the new normal state ,it is necessary to formulate good laws ,actively abide the law on the behalf of the government ,apply the traditional legal culture to modern legal consciousness ,and orderly promote the benefit popularization of the rule of law .
