在政府实行权力清单后,有限政府越来越被管理层认可,教育治理亟需构建新的体系。教育公共治理理论强调政府、社会组织、市场等主体对高等教育公共事务管理的共同参与,为政府管理职能转移与承接提供了新的路径。但目前我国高等教育职能转移和承接面临着政府职能定位不清晰、未完全放权,相关管理制度不完善,高等教育社会组织及高校独立性和自律性欠缺、承接能力有限等问题。要更好地推进政府管理职能的转移与承接,政府需界定好管理权限,出台后续配套政策,推进转移与承接的制度化、规范化建设;社会组织应加强自身能力建设,提高承接能力;高校则应完善内部治理机制,用好政府下放的办学自主权。

With the implementation of the power lists by the government,the limited government has been increasingly recognized by the administrative level.To build up a new system of educational governance becomes emergent.The theo-ry of educational public governance stresses that the government,social organizations,markets and other subjects jointly participate in the management of higher educational public affairs to provide a new path for the transfer and undertaking of government administrative function.But the function of the government is not clear at the present,the government in-completely decentralizes the authority,and social organizations and colleges are lack of independence and self-discipline so that the ability to undertake the function is limited.In order to better promote the transfer and undertaking of the govern-ment administration function,the government should define its management authority,put forward supporting policies, and promote the building of institutionalization and standardization of transfer and undertaking.Moreover,the social or-ganizations should strengthen their self-construction and enhance their ability to undertake the function.Besides,colleges should improve their internal governance mechanism,making good use of the autonomous authority.
