科技创新领军人才的成长过程分为基本素质养成、创新素质激发、领军素质形成等三个阶段，以及贯穿全过程的道德品质塑造。江苏省在科技领军人才培养和管理上进行了诸多实践，并取得了良好成效。结合江苏省实践，在科技创新人才培养过程中，政府应当确立人才战略并引导人才结构优化；构建科技领军人才的培育和激励机制；提供科技领军人才创新创业的公共服务平台。
科技創新領軍人纔的成長過程分為基本素質養成、創新素質激髮、領軍素質形成等三箇階段，以及貫穿全過程的道德品質塑造。江囌省在科技領軍人纔培養和管理上進行瞭諸多實踐，併取得瞭良好成效。結閤江囌省實踐，在科技創新人纔培養過程中，政府應噹確立人纔戰略併引導人纔結構優化；構建科技領軍人纔的培育和激勵機製；提供科技領軍人纔創新創業的公共服務平檯。
과기창신령군인재적성장과정분위기본소질양성、창신소질격발、령군소질형성등삼개계단，이급관천전과정적도덕품질소조。강소성재과기령군인재배양화관리상진행료제다실천，병취득료량호성효。결합강소성실천，재과기창신인재배양과정중，정부응당학립인재전략병인도인재결구우화；구건과기령군인재적배육화격려궤제；제공과기령군인재창신창업적공공복무평태。
The development of technological innovation and leading talent includes three stages,which is the basic quality cultivation,the innovation quality,the formation of the leading quality,and the moral character creation throughout the whole process.Jiangsu province has carried out a lot of practice in the training and management of technological leading talent,and has achieved good results.Combined with the practice of Jiangsu Province,the government should establish the talent strategy,optimize the talent structure,build training and incentive mechanism,and provide the public service platform for innovation and entrepreneurship in cultivating the technological innovation talents.
