构建覆盖城乡居民的公共法律服务体系是一项创新事业，在实践过程中，面临着公共法律服务政策顶层设计缺失导致的服务边界模糊、责任缺失等相对突出的问题。因此，应进一步明确公共法律服务供给责任主体；努力提高政府公共法律服务、管理能力；强化社会责任，司法、行政、公安、财政、民政、教育等相关部门，应按照职责分工，协同配合，上下联动，形成合力，建立绩效考评机制，落实各项职责任务，将公共法律服务项类纳入《依法行政考评办法》，以刚性制度规范各级行政机关的公共法律服务职责。

The construction of public legal service system covering urban and rural residents is a new cause,in the process of practice,lacking top -level design of public legal service policy lead to relatively prominent problems,such as lack of service boundaries and lack of responsibility and so on.Therefore,we should further clarify the main body of public legal service supply,improve the government’s public legal services and management ability,strengthen social responsibility,justice,administrative,public security,fi-nance,civil affairs,education and other related departments should follow the division of responsibilities, cooperate with each other,form a joint force,establish the performance evaluation mechanism,implement the duties and tasks.The public legal services shall be incorporated into Administrative Examination and Assessment by Law,in order to regulate the public legal services of the administrative organs at all levels of the system.
