文章首先通过对相关文献的计量分析发现：外部特征、内部特征、信息组织性能、技术特征、服务性能是构建应急网站信息服务质量评价体系的五大维度。然后，运用系统聚类分析法实证研究中国31个省级应急网站的信息服务质量，结果发现，各类别网站在整体水平、公众交互、个性服务、内容质量等方面存在显著差异。

Through the analysis of related literature, the authors find that external characteristics, internal char-acteristics,information organization performance,technical characteristics and service performance are the basic five dimensionalities constructing the evaluation system of information service of emergency websites. Having an empirical study on 31 emergency websites in China by clustering analysis, the authors could conclude that different class has significant differences in aspects of overall level,public interaction,personal service and content quality.
