本文基于可持续生计框架构建了家庭脆弱性评估指标体系，利用宜昌市入户调查数据，对灾害易发地区灾害发生频率高和发生频率低的两类家庭的脆弱性进行了实证比较分析。结果表明：两类家庭的脆弱性均处于中高水平，这与两类家庭自然资产存量较低有很大关系，比较而言，灾害发生频率低的家庭所拥有的物资资产、社会资产和人力资产水平均高于灾害发生频率高的家庭，而金融资产则刚好相反，由此说明在面临不同程度的灾害风险时，不同类型家庭在生计策略的选择上会有所不同，而这种生计策略的差异性则进一步加剧了灾害发生频率高家庭的脆弱性。

This paper builds a household vulnerability index based on the sustainable livelihood frame-work , and comparably analyzes the vulnerability of two types of households in high -frequency and low-frequency disaster areas according to the survey data in Yichang .The results show that both types of households have middle or high -level vulnerability mainly due to their low -level stock of natural cap-ital.By contrast, the households in low -frequency disaster areas have higher level stock of material cap-ital, social capital and human capital than the ones in high -frequency disaster areas , but their status on financial capital is the opposite .This also shows that when the households face different degree of disaster risk, different types of households would select different livelihoods strategies , and the difference of liveli-hoods strategies further exacerbate the vulnerability of households in high -frequency disaster areas .
