资源型城市曾经为我国经济建设做出了巨大贡献，但随着资源不断开发，资源枯竭、环境恶化等问题较为突出，其可持续发展面临巨大挑战。作为典型的矿产资源型城市，金昌市将循环经济发展作为突破口，开展以企业为重点、园区为载体的试点工作。企业内推行清洁生产，延长产业链，园区内资源共享、企业共生，实现资源循环利用，形成了产业多元化的循环经济发展模式。本文通过分析金昌市循环经济发展的基础条件，认为金昌市循环经济发展模式是通过构建资源循环利用产业体系，从依赖单一资源发展向多产业共生发展转型，逐渐形成了企业小循环、产业中循环、区域大循环的典型模式，并分析了该模式产生的效益，旨在对同类地区的资源合理利用和环境经济协调发展提供可借鉴的经验和做法。

Resource-based cities have made great contributions to China ’ s economic construction .But with the continuous development of resources , exhaustion of resources and deterioration of environment becomes more and more prominent , challenging its sustainable development .As a typical resource -based city , Jinchang city takes the circular economy development as a breakthrough , carrying out the pi-lot work with enterprises as the focus , the park as the carrier .In the enterprises internal implement the clean production , extend the industrial chain , resource sharing and enterprise symbiosis in the park , a-chieved the recycling of resources , formed the Model of the circular economy development of industrial diversification .This paper through the analysis of the basic conditions for the development of circular e-conomy in Jinchang City , argues that the circular economy development model of Jinchang is through con-structing resources recycling industry system , transforming from dependence on a single resource develop-ment to the development of multi -industry symbiosis , and gradually formed a typical model of small cy-cles in enterprises , cycles of industries and big cycles in areas , and analyzes the benefits of the imple-mentation of the model , which aims to provide the experiences and practices about the reasonable use of resources and harmonious development of economy and environment for the same regions .
