针对上海的实际情况，讨论了土地利用规划既要“进城”又要“下乡”的客观必要性，提出了新型城镇化背景下土地利用规划的新课题。本文认为：上海中心城区的土地利用规划依然必不可少，郊区的土地利用规划有待进一步深化和细化；当前的主要任务是：一要在维护和拓展生态空间网络体系的同时，不断提升土地节约集约利用水平；二要在深度推进产城融合发展进程中，加快建设都农融合城市；三要在城乡空间重构中，持续拓展公共空间。
針對上海的實際情況，討論瞭土地利用規劃既要“進城”又要“下鄉”的客觀必要性，提齣瞭新型城鎮化揹景下土地利用規劃的新課題。本文認為：上海中心城區的土地利用規劃依然必不可少，郊區的土地利用規劃有待進一步深化和細化；噹前的主要任務是：一要在維護和拓展生態空間網絡體繫的同時，不斷提升土地節約集約利用水平；二要在深度推進產城融閤髮展進程中，加快建設都農融閤城市；三要在城鄉空間重構中，持續拓展公共空間。

Based on the actual situation in Shanghai, this study discusses the objective necessity of land-use planning for both city and countryside, and puts forward new tasks for land-use planning against the background of new urbanization. The author argues that land-use planning of Shanghai’s central city remains indispensable, while land-use planning of Shanghai’s outskirts needs further deepening and reifning. Currently, the main tasks are as follows: (1) to maintain and expand the ecological space network system and to enhance the level of economical and intensive land utilization continuously; (2) to advance in-depth interactive coordination between industrial development and urban construction and to speed up the construction of the urban–agricultural complex city; and (3) to expand public space persistently in the spatial reconstruction of urban and rural areas.
