发展战略性新兴产业是促进我国经济发展、经济转型的重要抓手，而公共财政在支持培育战略性新兴产业过程中具有基础与导向作用。基于DEA模型以湖南省公共财政支持战略性新兴产业的效率测度结果为基础，分析研究财政支持效率的影响因素具有重要意义。为了提高财政对战略性新兴产业的支持效率，湖南省需要建立动态的财政投入机制，大力引进高层次研发人才，促进产业研发投入结构优化。

Developing strategic emerging industries is the key means to promote the economic development and economic transformation in China, and public financial support plays a basic and guiding role in the cultivation of strategic emerging industries. Based on the DEA model, this paper studies the efficiency and impacting factors of public financial support for strategic emerging industries in Hunan Province. The results shows that in order to improve the efficiency of public financial support for strategic emerging industries, Hunan Province needs to establish a dynamic public financial investment mechanism, bring in high-quality R&D talents, and optimize the investment structure of industrial R & D.
