严复是近代中国自由主义思想运动的先驱。他基于对“中体西用”观念的批评，提出了“以自由为体，以民主为用”的观点。他对于个体自由与集体利益界限的强调，缘于对近代中国社会思想境况的洞悉与把握。其思想发生了从执著于西方自由主义的原旨向将之与中国传统文化相结合的转变。其中不变的是，他对自由主义之于中国现代性价值重建的意义的重视。

Yan Fu was the pioneer of modern Chinese liberalism movement. Based on the criticism of " Zhong Ti Xi Yong" concept, put forward the viewpoint of "For the body of reedom ,For the use of democracy " . His emphasis on about the boundaries of individual freedom and collective interests, because of the insight and grasp well the social thought in mod-ern China. The transformation of His thought has occurred from the original western liberalism to be combined with traditional Chinese culture. Among the same of them, attach importance to significance of liberalism for reconstruction of China's mod-ernistic value.
