核电厂发达国家用户代表联合各相关机构建立了先进轻水堆( ALWR)核电厂需求文件,其中,具有重要意义和代表性的是美国核电用户需求文件( URD)和欧洲核电用户需求文件( EUR). 尽管这些用户需求文件不能代替核安全当局核电厂的审批原则和有关程序,但由于这些用户需求文件既考虑了有关国家核安全当局对核电厂的审批原则和技术要求,又在更高层次上考虑了业主的要求,因此,实际上只要满足这些用户需求文件,基本可以获得执照许可证. 基于此,通过对两个核电厂用户文件进行研究分析,梳理出其中三代核电仪控系统设计需求差异点,为三代数字化仪控系统设计提供重要参考.

The requirement documents of advanced light water reactor ( ALWR) nuclear power plants are setup by users of nuclear power plants in developed countries and related institutions, among those documents, the user requirements document ( URD) of American nuclear power users and the European user requirements ( EUR) of European nuclear power users possess great significance and representativeness. Although these user requirement documents cannot replace the approval principle and relevant procedures of related national nuclear safety authorities, due to these user requirement documents have considered the approval principle and technical requirements of the authorities, and taken into account the requirements of the owners at a higher level, therefore in practice, licenses can be obtained if these user requirement documents are met. Based on it, these two user requirement documents are researched and analyzed, the different points in designing the third generation nuclear power I&C system are carded to provide important reference for designing the 3rd digitized I&C systems.
