从提高规划方案可比性入手,提出各类项目效益的识别方法、电网全寿命周期成本和效益量化方法,进而建立成本计算模型和效益计算模型,定量计算初始投资、运行维护成本、增供电量效益、可靠性效益和节能降损效益,并将电网风险评估理论引入方案比选。结合深圳电网实际,综合考虑收益成本比指标与电网风险降低值指标的影响,提出适合深圳电网的方案比选方法。将该套方法应用于深圳高压电网,分别针对互斥方案比选、独立方案比选选取相应案例进行演算。算例结果表明,该套方法实用性较强,在电网规划与设计中能够发挥较大的效用。

On the basis of comparability improvement of planning scheme,the paper discusses benefit recognition method of various projects,life cycle cost of power grid and benefit quantification method to establish cost calculation model and bene-fit calculation model to quantitatively calculate initial investment,actual operation and maintenance cost,increase power supply benefit,reliability benefit as well as energy saving and loss reduction benefit;moreover,it introduces power grid risk evaluation into scheme selection.In accordance with practical situation of Shenzhen power grid and in comprehensive con-sideration of benefit-cost ratio as well as grid risk reduction value,the paper presents a scheme selection method applicable to Shenzhen power grid.The method is applied to Shenzhen HV power grid to select corresponding examples in accordance with mutually exclusive schemes and independent schemes for calculation,the result of which shows that the method is prac-ticable and can play a great role in grid planning and design.
