疾病应急医疗救助制度是保障少数弱势群体基本应急医疗需求的制度设计，是实现社会公平正义和落实和谐社会的要求。建立和完善疾病应急救助制度必须明确各主体的法律责任，避免或减少现实中拒绝救治、抛弃急救患者的悲剧发生。在疾病应急医疗救助中，政府应承担主要保障责任，医疗机构承担医疗服务提供责任，其他相关部门和个人承担相应的配合协调责任。

The emergency medical aid system is a system designed to protect the basic emergency medical needs of minority vunerablegroups, and it is the requirement to realize social justice and implement a harmonious society. To establish and improve the emergency medical aid system, it must be clear the legal responsibility of the main body, to avoid or reduce tragedy happened of refusal treatment and abandoning the emergency patients in the reality. In the disease emergency medical aid, the government should take the main responsibility, medical institutions should assume the responsibility of medical services, other relevant departments and individuals are required to assume the corresponding coordination responsibilities.
