基于浙江省德清县气象灾害监测预警全覆盖县建设及气象预警信息公众覆盖率统计调查，分析气象灾害预警信息公众有效覆盖率主要影响因素，提出提高公众有效覆盖率的具体措施。分析表明，气象灾害预警信息公众有效覆盖率与气象监测能力、预报预警业务水平、信息传播渠道及其传播效率、社会传播能力等因素密切相关。提高气象预警信息公众有效覆盖率，须从监测、预警、发布、传播等各个领域加以改进，最大可能地提前监测时间，缩短分析研判、预警信息制作、预警发布操作及信息传播时间，为公众赢得更多地应对准备时间。

Based on the whole coverage construction of meteorological disaster monitoring and early warning in Deqing County Zhejiang province, combined with the public coverage statistical investigation of meteorological disaster early warning information, analysis the main affecting factors, and advances concrete measures for improving the public effective coverage. Analysis shows that, the public effective coverage of meteorological disaster early warning information is closely related to meteorological monitoring ability, forecasting and early warning ability, information dissemination channels and efficiency, social dissemination ability etc. In order to improve the public effective coverage, measures should be taken in monitoring, early warning, information release, dissemination and other fields to advance the monitoring time and shorten the early warning analysis time, production time, release time, dissemination time to win more respond time for the public.
