协同训练效果评估是通信对抗装备多平台协同训练模拟系统的研究重点，而各级指标的权重分配对评估结果有关键性影响。论文通过分析通信对抗装备多平台协同作战特点，为表征作战与模拟训练的区别与统一，提高针对性，提出了评估指标体系的构建原则，进而建立一套完整的评估指标体系。在通信对抗模拟训练效果的评估领域，首次引入一种无需一致性检验的权重确定方法———序关系分析法，阐述了其相对层次分析法的优越性，进而对评估指标的权重予以确定。实例证明：该方法运算简便，更加契合人的思维认知，权重分配较为合理。

The collaborative training effect evaluation is a research focus of the multi‐platform collaborative Communica‐tion Counter‐measures collaborative training simulation system ,and the distribution of all levels of index weight has a crucial impact on evaluation results .In this paper ,by analyzing the characteristics of the multi‐platform collaborative Communica‐tion Counter‐measures collaborative engagement ,representing the difference and unification of the engagement and simulation training ,improving the pertinence ,the paper puts forward the principal of the construction of the evaluation index system . Then ,a complete set of evaluation index system is established .In the field of Communication Counter‐measures simulation training effect evaluation ,the paper firstly introduces a kind of no‐consistency‐check method ,which is Rank Correlation A‐nalysis Method ,to determine the weight .Compared with the analytic hierarchy process (AHP) ,the paper espounded the method's superiority ,then determine the weight of the evaluation index .Example proves that the method is simple and fit people's thinking more cognitively .The allocation of weight is also more reasonable .
