从应然性角度讲,所谓人民代表大会的公平治理能力,就是指人民代表大会参与国家公平治理的职权能力、维护社会公平正义的作用能力、保障人民共享福祉的职责能力和施行公平治理的行为能力. 与此相适应,加强人民代表大会公平治理能力建设及其现代化,也应该从这4个方面着手.即是说,在我国,应当从制度基础、对策措施和保障机制这3个层面,加强人民代表大会施行公平治理的职权能力、作用能力、职责能力和行为能力建设,从而推进人民代表大会公平治理能力的现代化.

종응연성각도강,소위인민대표대회적공평치리능력,취시지인민대표대회삼여국가공평치리적직권능력、유호사회공평정의적작용능력、보장인민공향복지적직책능력화시행공평치리적행위능력. 여차상괄응,가강인민대표대회공평치리능력건설급기현대화,야응해종저4개방면착수.즉시설,재아국,응당종제도기출、대책조시화보장궤제저3개층면,가강인민대표대회시행공평치리적직권능력、작용능력、직책능력화행위능력건설,종이추진인민대표대회공평치리능력적현대화.
From the perspective of ought-to-be,that so-called the People's Congress's fair governance capacities means the power to participate in fair governance, the function ability to safeguard social fairness and justice, the duty capability to guarantee the people's sharing happiness and the capacity for action to implement fair governance. With this adaptation, in order to strengthen the People's Congress fair governance capacity building and its modernization, the four aspects needed to be executed. That is to say, the three aspects -institutional foundation, measures and security mechanism -should be strengthened in China. Specifically speaking, the power of authority, the ability of function, the capability of duty and the ability of conduct of the People's Congress needs to be reinforced to promote the modernization of the People's Congress's fair governance capacity.
