近年来，烟草行业工业企业技术改造工程项目多、投资规模大、资金流量大、建设周期长，倘若项目资金使用监管不力，不仅会造成严重的工程质量问题，还会导致国有资产损失。浙江中烟根据行业和公司发展规划，对开展的易地技改工程项目，进行了工程项目的资金监管实践与探索。工程项目资金监管不仅要有组织的保障，要有制度的支持，更要有信息系统的支持。浙江中烟抓住工程建设过程中合同、重要材料、工程资金等重点部位和环节，借助先进的信息技术手段，构建多个重大工程项目的集中监督管理平台，将变规范为程序，变监管为控制，源头治理、实时监督，保障工程项目的成本、安全和质量，同时在很大程度上又防范了工程上的腐败风险。

In recent years,there is an increasing number of technique transformation proj ects in tobacco industrial companies which involve large scale of investments,huge capital flow and long con-struction period.Without strict control and effective supervision of proj ect fund,serious quality prob-lems might occur as well as the loss of state-owned assets.China Tobacco Zhejiang Industrial Co., Ltd.started fund supervision practice and exploration of remote technique transformation engineering proj ects,following the corporate and industrial development planning.Fund supervision of engineer-ing proj ects requires support from various aspects including corporate,institution and also the coordi-nation with information system.China Tobacco Zhejiang Industrial Co.,Ltd.built a centralized super-vision platform for various maj or engineering proj ects via modern information technique tools.Staff can supervise all the key parts of proj ects like contracts,essential materials and capital flow from the platform.We added standard into platform program,achieving high-level control and real-time mo-nitor from the beginning to the finish points.This platform ensures the safety and quality of construc-tion proj ect,reducing the cost and also taking precautions against corruption risks.
