抗战时期日本殖民者扶植蒙古族王公德穆楚克栋鲁普在内蒙古建立了伪蒙疆政权,而同时绥远西部等周边地区仍处于国民党统治之下。双方为争夺文化领导权,都宣称发展蒙古文化。当绥远的国民党知识分子宣扬蒙汉团结一致抗日时,德王则试图为民族主义赋予民族自决的含义。伪蒙疆政权兴办了《蒙古文化》《蒙疆文学》等大量复兴蒙古文化的刊物,却因华语文学创作本身的文化属性,其民族主义文艺在发展中遭遇困境。残存的绥远国统区则承袭战前绥远蒙古文化促进会的《醒蒙月刊》等刊物,坚持《塞风》等抗战文艺报刊,鼓吹蒙汉同源论。民族主义文艺最终只沦为意识形态工具,而处于殖民与专制之间的少数民族文化与文学创作并不能得到真正的发展。

During the Second Sino-Japanese War,the puppet Mengjiang Regime was established in Inner Mongolia by the Japanese colonizer and the Mongolian Prince Demchugdongrub (Prince De), but the western part of Suiyuan province was under Kuomintang's control.Both the Mengjiang re-gime and the government of Suiyuan province made use of the Mongolian literature to fight for cultur-al hegemony.While the Sinicized Mongolian intellectuals in Suiyuan wanted to wake up other Mongo-lian people's Chinese national consciousness to fight against Japan,Prince De was trying to give Mon-golian nationalism a meaning of self-determination.Nationalism became ideological tool between dif-ferent political powers.However,the culture of minority ethnic group could not get developed be-tween absolutism and colonization.
