通过梳理研究政务微博研究现状，发现政务微博建设存在着诸如研究角度单一、欠发达地区研究很少、建设机制不健全等不足；利用社会网络分析工具，对具有代表性的欠发达地区即吉林省政务微博建设情况，进行中心性分析和凝聚子群分析，并从系统视角出发针对分析出的问题，分别从内部内容建设和外部管理机制建设，建立且完善吉林省政务微博建设机制，从而使政府部门可以通过政务微博的建设全面把控舆情信息，形成政务工作新方向。

By analyzing the overall situation of government micro-blog research, it is found that there are some problems concerning the government micro-blog construction, such as the angle of the study being single, few researches on underdeveloped regions and lacking a sound construction mechanism. The authors use social network analysis tools to analyze Jilin government micro-blog construction typical of the less developed regions based on the centrality analysis and cohesion subgroup analysis. Then, the Jilin government micro-blog con-struction mechanism is established and improved from the system perspective focusing on the micro-blog problems identified, including the internal contents construction and external management system construction, so that the government can fully control public opinion infor-mation through the government micro-blog construction, which contributes to forming a new direction in administrative work.
