作为社会福利机构，其内部医务部门的设置及其相应的医疗服务管理，是整个福利机构管理的重要组成部分，而医疗服务和管理与其他医疗机构相比存在服务性质的公益性、服务管理的多重性、服务过程的特殊性、服务要求的多元性的特点。为了探索医疗服务质量的管理模式，本文依据工作实践，结合服务标准体系的结构，分析了体系中医疗服务质量管理金字塔形的文本构架以及标准化与质量管理的关系，在总结福利机构标准化质量管理构建特点的基础上，强调了实施标准化医疗服务质量管理应做到既要抓服务质量又要抓好工作质量。本文还通过北京市第二社会福利院惯标工作实践，总结出实施全面标准化医疗服务质量管理工作首先应明确目的，提高全员标准化服务质量意识；其次要完善步骤，健全服务质量标准体系；同时还应强化质控，建立全面质量监控体系，只有这样，才能充分发挥标准化建设在福利机构医疗质量管理中的作用，从而有效保障服务对象的健康安全和生存质量。

In a social welfare institute, its internal medical department settings and the corresponding medical service management, is an important part of the welfare organization management, and medical services and management have the features including the public welfare services, multiple service management, special service process, diversified service requirements compared with other medical institutes. In order to explore the management mode of medical service quality, this paper based on the working practice combines with the structure of service standards system, analyzes the text frame in Pyramid shape of medical service quality management and the relationship between standardization and quality management, summarizes the characteristics of standardized quality management in the welfare institutes, emphasizing the grasp of both service quality and work quality during the implementation of standardized medical quality management. By the standard working practice in Beijing No. 2 Welfare Institute, this paper also summarizes that the implementation of comprehensive standardization work of medical service quality management should:first, define its purpose and improve the consciousness of standardized service quality;second, improve procedures and service quality standards system as well as strengthen the quality control and establish a comprehensive quality control system. Only in this way can we give full play to the role of standardization construction of medical quality management in the welfare institutes, so as to effectively guarantee the health and safety and quality of life of service objects.
