根据发达国家经验,工业化发展不同阶段R&D投入模式具有一定的规律性.本文将陕西省2001—2013年R&D投入模式与发达国家同期进行比较,结果表明,陕西省R&D投入强度基本符合规律,但政府R&D投入比例偏高且基础研究领域经费投入比例偏低,建议陕西省稳定政府R&D投入规模、加大在基础研究领域的投入、调动企业R&D投入积极性、提高R&D投入的产出效率.

The experience of developed countries shows that the R&D investment patterns have some general rules in different stages of the economic development.By comparing R&D investment patterns between 2001 and 2013 in Shaanxi Province with those in developed countries,the results show that the R&D investment intensity in Shaanxi Province follows the rules,but the government R&D investment proportion is high,and the expenditure investment proportion of basic research is low.We propose that the government of Shaanxi Province should stabi-lize the R&D investment,increase the investment in the field of basic researches,mobilize enthusiasm of enterprise R&D input,and improve the output efficiency of R&D input.
