随着国家新型城镇化、新常态的提出，东部大型产业平台不能重复过去简单规模扩张的道路，未来在经济发展路径上需从投资驱动、要素驱动转向创新驱动转变，在发展视角上需从生产为主向城市功能和人的使用，产、城、人融合发展转变。基于上述判断，以杭州大江东产业集聚区新一轮战略规划为例，提出未来应聚焦以下几个方面的规划应对：（1）创新驱动下的发展定位转型，注重与区域转型发展相适应的产业创新体系构建；（2）审慎规模、减量规划，多规衔接下的底线思维控制；（3）要素集聚下的内生功能培育，提升发展内生动力和创新活力；（4）依托现有城镇和优势区位，促进产、城、人融合发展。

With the presentation of national new urbanization and new normal, large industrial platform in the East can’t repeat the past simple way of scale expansion. In the future, large industrial platform in the East shal transform from investment driving and factor driving to innovation driving on the path of economic development; from the perspective of development, large industrial platform shal transform from production-oriented urban function and the use of people to integrative development of industry, city and people. Based on the above judgment, taking new around strategic planning of Grand Jiangdong Industrial Cluster District in Hangzhou for example, this article put forward that the folowing planning measures should be focused on in the future:(1) transformation of development orientation under the driving of innovation, laying emphasis on the construction of industrial innovation system adjusted with regional transformation development; (2) carefuly considering the scale, reducing the planning and controling the bottom-line thinking under the joint of multiple planning; (3) cultivating the function of endogeny under the agglomeration of factors and enhancing endogenous power of development and innovation energy; (4) <br> promoting integrative development of industry, city and people with the supporting of existing towns and preponderant location.
