自治区党委、政府高度重视人才工作，不断创新、完善人才开发政策和机制，营造出良好的育才、引才、聚才、用才环境。本文从宁夏引智工作现状出发，根据我区实际状况，探析宁夏引智工作在新的历史阶段如何把握机遇，提出对策研究，旨在为政府部门决策提供参考依据。

The Party Committee and Government of Ningxia Hui Autonomous Region attach great importance to human resources work. By adopting a series of measures on innovating and improving human resource development policies and mechanisms, the Party Committee and Government aim to create a good environment for talents cultivation, introduction, converging and utilization. This paper based on the current situation of Ningxia development and its talents-introducing work, intends to investigate and analyze the way for Ningxia talents-introducing work to seize opportunities in new historical period and to propose countermeasures for providing a reference for government decision-making.
