    为了加强我国农村小型水利工程的维护管理，对建设及管理工作中存在的"重建设，轻管理"等问题进行了总结，并针对其发生原因，提出了相应的对策，以解决好农村小型水利工程永续利用的问题。
    위료가강아국농촌소형수리공정적유호관리，대건설급관리공작중존재적"중건설，경관리"등문제진행료총결，병침대기발생원인，제출료상응적대책，이해결호농촌소형수리공정영속이용적문제。
    In order to strengthen the management and maintenance of the small rural water conservancy project in China, the problems such as "great im-portance to the construction and ignore the management" which were existed in the work of construction and manage-ment were summarized, and putting for-ward the corresponding countermeasures for its causes to solve the sustainable use issues of the small rural water projects.
