科技部火炬中心公布第一批科技服务体系试点城市名单,科技服务体系试点建设自此正式启动.东营市获批成为第一批试点城市,主要是因为它的科技服务体系是以区域特色产业——石油装备产业集群规划设计的,有别于国家级高新区的规划设计,独具特色.通过探讨区域科技创新服务体系的内涵和地方政府在科技服务体系建设中的作用,进一步讨论了依托特色产业集群建成的科技服务体系实施过程中的建设基础、原则、思路和任务.以东营市为例,详细介绍了东营市基于区域特色产业建设科技创新服务体系的规划和实践,在为东营市科技服务体系提供理论指导的同时,也为其他城市进行科技服务体系试点建设提供了借鉴.

Ministry of science and technology authorized the first list of science and technology service system, which initiated pilot practice of science and technology service system. Dongying City, as the first pilot cities, planning and design of science and technology service system is based on regional characteristic industry-petroleum equipment industry cluster, which is different from the state-level high-tech zone and characteristics in the process of its construction. This paper firstly discusses the connotation of regional scientific and technological innovation service system and role of local government. And then, we analyses the construction foundation of science and technology service system based on characteristic industry clusters. At last, we takes Dongying City as an example, detailed science and technology service system's planning and practice based on regional characteristic industry clusters. The paper can not only guide theoretical guidance for Dongying City science and technology service system, but also provides reference and reference for other cities.
