By the empirical and normative analysis, such as re-lated institutional measures, practice and its limitations can be clearly perceived. Moreover the short-age of institutional supply is also an important reason. To accomplish something, it is necessary to consider the introduction of pawning right beyond the normal way of forest right circulation. Due to tak-ing into account the social justice, the pawning right is an institutional equilibrium.
