The Opinion of Ministry of Education on the Construction,Application,and Management of Open Online Course in Univer-sities and Colleges has ten main points:Types of course construction,relationship with traditional class,methods of course construc-tion,methods of course application,subject of construction course,title identification,choice of platform,scale of construction and time limit,credit identification,import and export requirements. MOOC,the core object of the document,has four common inherent logic starting points:all are important educational institutions,all have a wide range of public welfare,all are user centered,and all focus on application. These provide new opportunities for library work especially the work in universities and colleges. 14 refs.
