With meeting the requirements of teaching and admin-istrative staff in swimming leisure and exercise as the break-through point, and launching swimming and illiteracy elimination as the opportunity, this paper combines Party construction with the operation functions of physical education departments, gives play to the professional advantages of the physical education dis-cipline, and explores the basic approaches to establish a ser-vice-oriented Party organization with the characteristics of physi-cal education. The aim is to provide a practical reference for the construction of university service-oriented Party construction.
