从转型成本、制度操作、建立现代职教体系的生态平衡考虑,教育部倡导地方应用型高校转型为职业教育,是经济、快捷又平稳过渡的最佳选择.但是,由于传统文化影响,财政体制内外就业差异,转型需要从知识、技能的教学方式转变上突破等,都给学校深层的内涵转型造成了困难.只有中央、地方、学校三级制度博弈中,内生出激励应用型本科高校转型的强大动力,促使其乐意从拔尖技术师资、高技能课程开发、实训基地建设等,实现本科高技能人才培养知识和技能的内涵转型,实现培养学生"智能型实践力"的目标,才能真正增强本科职教吸引力,获得转型成功.

Considering from the transition costs, system operating and ecological balance of modern vocational education system establishing, local applied colleges are advocated to transform to vocational colleges by the Ministry of Education, which is the best choice to achieve economic, efficient and smooth transition. However, there is difficulty to transform because of the impaction of traditional culture, the differences of the inside and outside financial system, and transforming breakthrough having to be done by transforming teaching methods for knowledge and skills. To enhance the attractiveness of vocational education of undergraduate level and achieve the successful transformation, the incentives power for stimulating transition have to be born from the Game among three-tier system of central government, local government and colleges, and the applied undergraduate university have to be ready to educate top-notch technology teachers, develop high-skill curriculum and construct training base, and then achieve the transition of connotation of knowledge and skills for the cultivation of high-skilled talents of undergraduate level and the target of cultivating the "intelligent practices force" of students.
