2014年科技部创新发展司和中国科学技术发展战略研究院选取天津、广东两个省市作为全国企业创新活动补充调查试点省市."十二五"以来,天津市大力发展科技型中小企业,在全社会形成了科技型中小企业铺天盖地、科技小巨人企业顶天立地的良好局面.以天津市科技型中小企业为调查对象,围绕重点关注的人才和政策两大主题,探寻创新人才、资金、政策服务等因素对创新的影响,研究总结其创新特点、明晰其创新优势,发现其创新不足,挖掘创新潜力,并提出相关对策建议.

In 2004, the Department of Development Planning, MOST of China and CASTED selected Tianjin and Guang-dong Province as a pilot city/province seperately for the supplementary survey of enterprise innovation activities.Since the twelfth five year period, Tianjin has been promoting the SMEs development in the whole city. Taking SMEs in Tianjin as the object, the study collected additional data in Tianjin. Using the SMEs' data of talents, funds, policies and services, innovation impact caused by various factors were explored. Through summarizing strengths and shortages of innovation in Tianjin, SMEs' innovation potential was explored and some suggestions were presented.
