Starting from linking urban sports facilities, this paper puts forwards the four-tier idea for developing the facilities. On the object of district and county level sports centers in cities, it integrates analyzing the status quo of this sector with the commercial trend in the area of sports, discusses merits and demerits, and in response to the situation orients the development.
