在深入分析北京新机场建设条件、特点、招标需求的基础上，本文全面研究招投标相关法律、法规、规范和行政规章，并结合多年全国各地机场建设和北京市建设工程招标的经验，从招标内容、标段划分、招标相关文件、招标管理、时间控制计划、清标等方面对北京新机场招标进行了初步规划，以期对民航业招标代理人员和建设单位招标主管开展招标工作具有一定的指导意义。

In the basis of analyzing the construction conditi-ons, characteristics, the tender requirements of Beijing new air-port, this paper makes a comprehensive study of the bidding related laws, regulations, and administrative rules and regulati-ons, combined with years experiences of airports construction throughout the country and Beijing city construction project bidding, makes preliminary planning of Beijing new airport bi-dding from the tender content, section division, the tender do-cuments, tender management, time control plan, clear standar-ds and other aspects, in order to have certain guiding significa-nce for the aviation industry bidding agency personnel and the construction unit tendering supervisor for the bidding work.
