《招标投标法》指出，全部或部分使用国有资金或国家融资的项目，必须进行招标。同时GB50500-2008《建设工程工程量清单计价规范》规定，上述项目必须采用工程量清单招标，并应编制招标控制价。文章从国拨资金建设工程实行招标投标制的法律框架谈起，简单介绍了国拨资金建设工程招标范围及方式，提出要充分重视建设项目招标方案的申报和审批环节，举例列出重点工程及重要材料、设备的名录，对准确编制招标控制价，是否编制标底等方面提出了建议，希望对国拨资金项目加强招标控制管理工作起到抛砖引玉的作用。

Law on Tenders and Bids said that all or part of projects used state-owned funds or financed by state must be tendered. At the same time, GB50500-2008 Code of Valuation with Bill Quantity of Construction Works provided that these projects must adopt BOQ bidding, and shall prepare the control price. Starting from the law on tenders and bids of projects used state-owned funds, the article presents the scope and manner of bidding for construction projects, proposes that we should pay full attention to the declare and approval procedures of the bidding program, list the key projects and important materials and equipment, how to prepare the control price, whether prepare the tender base, hoping to provide reference for strengthening control over the management of the tender.
