本文对项目HSE风险管理进行分析的基础上，结合迁建项目HSE风险管理自身的特点，构建项目HSE风险评价体系，利用多层次分析法进行HSE风险评价，对项目各风险因素的重要性进行排序得出重要风险因素，为科学有效地项目HSE风险管理提供依据。

This article builds the project HSE risk assessment system, on the basis of the project HSE risk management analysis and combined with the relocation project HSE risk management of their characteristics. HSE risk assessment system uses multi-level analysis method and sorts important risk each factor of items that provides the basis for scientific and effective project HSE risk management.
