慢性非传染性疾病（NCD）已经成为人类死亡以及残疾的最主要病因，引起国际社会及我国的高度重视。对于慢病防治，通过分析综合性医院的优势与现存的问题，以全程健康教育管理体系为切入点，将慢病防治与临床医疗服务紧密结合，使健康教育融入诊疗前、中、后及住院的全过程，对综合性医院进行慢病防治起到了很好的推进作用。
