“三公经费”到底是什么？如何控制？本文笔者针对高校当前“三公经费”管理存在内涵不清，标准不明等问题提出了界定范围，健全制度，规范核算等具体措施，以期促进高校从严、从紧控制和规范“三公经费”，推进高校“三公经费”管理长期化、规范化、制度化，树立勤俭节约的良好风气。
