Through the analysis and valuation of the old unoccupied culture building, this paper proposed the architectural conservation and development strategy on basis of the reconstruction. And it introduced carefully from four levels of the function reconstruction, the cultural reconstruction, the environmental reconstruction and the single building reconstructioa, aiming at reviving the urban vitality of the old culture building and its protection
