The planned cities show a clear ＂top-down＂ urban development. When a city develops to a certain stage, it will have some problems in functions. With the organic invasion into the urban center, the urban complex supported by appropriate facilities becomes a solution to the problemsin urban functions.With the analysison the design background and methods for China Resources Qingdao Centre, the article discusses on the design of urban complex in the center of modern city.
