China emerged in many new districts in recent y-ears, but less success and more failure, the most failure reasons are not deal with the relationship between investment and de-velopment. This article starts from the economic budget of new district development, analyzes the government investment and income in the process of new district construction and use, and suggests developing new instal ment method to ensure the ord-erly development of the new district and the sustainable gro-wth of economy.
