大力推进新型城镇化是四川当前发展的现实需要，新农村综合体规划建设作为新农村建设创新实践的重要组成部分，是推动新型城镇化的主要力量之一。笔者以新津县柳江示范片新农村综合体建设规划为例，从“四态融合”理念出发，对柳江示范片的现状问题进行深入分析，探索一种切实可行的新农村综合体建设规划的方法，以促进川西林盘特点化、农业现代化、生态保护重点化、建筑形态地域化，达到推动新型城镇化的目标。
