This article through the analysis investigation of the assessment of the overal planning implementation, establi-sh the concept of total regulatory framework with “response planning--the whole case formula to solve the problem of u-rban development”, and summarize the main evaluation factors of evaluation. The author takes the overal planning implemen-tation assessment of Luonan County (2002~2020) as an exa-mple, and put forward suggestions to the specific content of th-e overal planning implementation assessment.
