武汉城市圈发展存在较大不平衡，其中武汉的发展远远超过了其他八市。要缩小城市圈内各城市的差距，需要找出其影响因素从而进行有针对性的改进。而传统的研究方式都是将所有的影响因素一起考虑，没有任何考虑侧重点和因素间的联系。为了更好的促进武汉“1+8”城市圈的快速发展，本文提出建立ISM模型，通过绘制影响因素的结构图，最终得到这些影响因素之间的关联和重要性程度，分析主次原因并找出有效解决措施。

The development of Wuhan city circle is unbalanced. The development level of Wuhan far more than the other eight cities. In order to close the gap between the cities in the city circle, it is necessary to find out the influencing factors and take some effective measures to improve the situation. In the past, most researchers prefer to put all factors together, but they never consider the link and the importance between the factors. In order to promote the all-round development of Wuhan "1+8" city circle, the ISM model is used to research it in this paper. By mapping the structure of factor, the associations between these factors and degree of importance are obtained. Meanwhile, combined with the specific situation, the reasons are analyzed and effective solutions are found out.
