针对目前城乡一体化建设规划中出现的以城市为主导，规划实效性不强等问题，本文提出规划编制应寻找城乡差异中各自特点，为乡村创造更多的发展机会，以达到城乡公平发展，切实推进城乡一体化建设规划的有效实施。

침대목전성향일체화건설규화중출현적이성시위주도，규화실효성불강등문제，본문제출규화편제응심조성향차이중각자특점，위향촌창조경다적발전궤회，이체도성향공평발전，절실추진성향일체화건설규화적유효실시。
Aiming at taking the integration of urban and rural construction planning in the city as the leading, planning effec-tiveness is not strong, this paper puts forward planning should find its own characteristic differences between urban and rural areas, to create more development opportunities for rural, to a-chieve fair development between urban and rural development, to promote the effective implementation of the integration of urban and rural construction planning.
