　　随着铁路建设的发展，制定有效的施工组织设计，是对施工活动实行科学管理的重要手段，它具有战略部署和战术安排的双重作用。工程开工前，各工程项目部必须根据工程特点以及所处的环境情况编写本工程施工组织设计，内容要全面详实，同时要根据工程的施工工艺和施工方法，有针对性地制定安全技术措施，切实起到指导施工的作用。工地现场要严格按照施工组织设计和施工操作规程要求，认真组织施工，严格督促落实安全措施。
