Guyuan city is located in mountainous area of southern Ningxia. In recent years, we take efforts to practice the working train of thought of "two changes". Flood control and drought relief provides a powerful guarantee for the city's economic and social rapid development. By summing up work achievements, and analyzing the existing problems, the paper proposed to continue to adhere to vigorously promote the"two transformation"of flood control and drought relief, to strengthen the construction of flood control and drought relief projects, strengthen emergency management capacity building, strengthen flood control and project management in accordance with the law.
