桥梁工程施工作业技术复杂、安全风险比较高、安全事故发生率较高，是一项非常复杂的系统工作。HSE管理的核心是风险管理，它体现了源头治理、事故预防的系统风险控制思想。文章通过全面分析桥梁施工阶段潜在的HSE风险因素，并对其进行评价与分析，从而对桥梁施工HSE风险管理的过程进行了探讨。

Bridge engineering construction technology is complex, and there is high safety risk and high degree of safety accidents, so it is very complex systematic work. The core of HSE management is risk management, which embodies the systematic risk control idea:source management and accident prevention. In this paper, through comprehensive analysis of the potential HSE risk factors in bridge construction stage, and appraisal and analysis of the risk factors, the process of bridge construction HSE risk management is discussed.
