This paper from the perspective of new institution-al economicsto analyzes the characteristics and problems of Jiading District community development in Shanghai city. Th-at transaction costs, government boundary, the definition of pr-operty rights, institutional change is the four core factors of community metropolitan suburb development. And then it puts forward the corresponding set lement measures.
